I have Norton 360 Premier 2013 and am upgrading to Ver 2014. I am not doing an upgrade via Norton but am installing a new purchase. Do I need to uninstall the 2013 before installing 2014 or can I just install over the 2013?

In answer to your basic question, as long as you are installing the same Norton edition of N 360 (ie N 360 Premier - not N 360 Standard) you can do an over the top install.
I would suggest you Export your ID Safe Data if you use it as a precaution prior to upgrading.
There are a number of ways you can accomplish this dependent on if your license is still current or not and how many days you have left on your current license. If you desrie to retain the number of days you have left on your current license etc. By providing us with a bit more info we can guide you to the most efficient way to do the upgrade.

Note that if the copy you just purchased is on disk and not a download from an online authorized source (Amazon for example is authorized to sell downloads which come from the Norton Servers) you will be installing the original version 2014 that came out a while ago since obviously the disks do not get updated!
See what others advise but you might be better either using Check for New Version if that is in N360 (I use NIS) or get from one of the helpers here the URL for a direct download of the current version which will only require a few online updates.
