Does NIS2009 protect you when using a web camera

I am new to this using of web cameras, I have heard they can be hacked and used for other purposes.Is this true and does NIS2009 protect from this type of hacking??? I am thinking of getting a web camera to communicate with family. I would appreciate your honest answers on this.
