Downloading Updates Where Internet Connection Is Slow

I'm not a Norton user but I have been asked by a missionary friend in Kenya to look into his problem.  His question is as follows:

 

" I would like to ask your advice about Norton Antivirus.  I bought the Norton Antivirus 2009 disc in Nairobi and have loaded it on to my computer.  It is saying that my antivirus definitions were last updated on August 29, 2008, and it is prompting me to run the live update.  When I do so, it tells me I need to download 43 MBs.  It is very hard to download something this large here because the internet connection will usually cut out after as little as 5 MB.  It also can take up to an hour just to download 5 MB. 

 
"I am wondering if this makes sense.  If it is a 2009 disc, why does it say that the last definition update was in August of 2008?  And why would the 2009 disc, purchased in January, come with the need to download another 43 MB?"
 
I spend a lot of time in Kenya and can attest to the problem.  Does this make sense?  Is there an alternative way to download?  I just purchased another laptop for him and it is here in the US. Norton Antivirus is loaded.  Can I get the updates from that and send it to him on a disk?
