This issue has been encountered by a number of NAV/NIS/N360 users on both Windows 8.X and 7 systems. Specifically, at start a single Norton icon appears on the system tray and later on a second one appears.
Can someone at Norton/Symantec bug track this one? So far I have seen only contributions from other forum members, no Norton representative has stepped in to take this...

The norton safe toolbar was uninstalled from the start by the way.

Some users in the forum have reported that changing Norton's Boot Time Protection setting to Aggressive (Settings | Computer | Real Time Protection | Enable Boot Time Protection) eliminates the duplicate icon problem - see the following posts for examples:
Using the Aggressive setting will load NIS early in the boot process (which has the added benefit of starting your malware protection as quickly as possible) so I'm guessing this issue has something to do with the number and/or order of programs loaded during the Windows startup on some systems.

I don't mean to sound skeptical (scratch that, I do mean to sound skeptical ), but do you know if one of the Symantec employees has actually posted in the forum stating that a bug fix for the duplicate icon issue is in the works? I'd like to read what they had to say about the problem, and I know that forum etiquette prevents you from repeating any information that was sent to you in a PM.

@apostolos (hey Patrida), Imakri: thanks for the pointers, I am aware of these posts, however I mostly wanted to check whether there has been any official response on this bug. I certainly hope this will be resolved in this year (no pun intended here, it took some months to squash some important bugs in nav 2013)...
I did notice some system slowdown though and behavior associated with two AVs running at the same time though. Plus, it is interesting to know that disabling nav from one icon does not disable it from the other...
I was just reading a post here by Inquirer on a completely unrelated topic and wonder if the Fast Start feature introduced in Win8 can affect the way that Norton v. 21.x icons are loaded into the system tray during one of these "hybrid" bootups on Win8 systems.
I can't speak for Symantec, but there were other bugs identified shortly after the the official release of the Norton v. 21.x products in Sept 2013 that still haven't been fixed (for one example, see Symantec employee Basil's comments here about excessive CPU and disk I/O that N360 and NIS v. 21.x users encounter when they turn on the Advanced Events Monitoring feature in their Smart Firewall) so I wouldn't be too hopeful that this duplicate icon bug will be fixed any time soon.

I ditched NAV for good after this bug hasn't been fixed for many months. Not gonna ever buy an AV from a company that has programmers who can't fix such simple bus. cosmetic or not, I will not accept to have a buggy AV
