Ethernet connection slow to connect to internet

Last spring I noticed that when my computer boots or wakes from sleep it takes about 30 seconds to reconnect to the internet. It used to be instantaneous. I have an ethernet connection to my router. My wifi connected devices do not experience this. I've tried everything the Microsoft and Windows 10 forums suggested beside re-installing Windows. Someone suggested it may be Norton. And I did remember trying Norton VPN around that time. Sure enough, the Norton VPN auto-connect switch was on. So I turned it off. That didn't fix the problem.

Am I missing something? Is there anything else behind the scenes going on?

I am using Windows 10 and Norton 360 Deluxe, all are up to date.
