Expired certificate popup en-gb.appex-rf.msn.com **how to fix it?**

So couple days ago i started getting popup for en-gb.appex-rf.msn.com saying certificate not valid and access blocked. Now I am ok with the blocking but would really like to get to the root cause of the issue and correct the issue.
System is win 8.1 with Chrome Version 109.0.5414.168 (Official Build) (32-bit)

Tried to research info on it and have found that there is no apparent security concern and potentially it might be related to Chrome.

Does anyone have any insight on it and what I need to do to correct the issue.

All: Chrome 109 was released January 10, 2023. Chrome 109 is the last version to support this operating system. Have you considered upgrading to at least Windows 10? Windows 8.1 is no longer supported by Microsoft and is vulnerable to issues like this one. Websites will look for and try to convince users to install a bogus certificate to infect the OS.
