Since I have a Norton VPN may I delete it
Norton VPN uses Wire Guard, nothing with Express VPN. If you have no idea how this software was installed I would run a full system scan to be sure you are not infected in some way. Generally, software will download when it comes as a part of other software. Mainly freeware.
