On occasion, but not every time, I am getting this error trying to access the forum.piriform.com website topics. Piriform (the makers of CCleaner & Defraggler) is a legit company & website.
Why am I sometimes getting this message? It has happened a few times over the past several weeks, but not every day. The timeframe has spanned definition updates.
A "suspicious" webpage is one that Norton detects as having characteristics of a phishing site. The site is not yet actually verified to be fraudulent, so the URL is submitted to Symantec for analysis. If you know the site to be legitimate, this is most likely a false positive and the block will be removed after Symantec has investigated the site. If you are unfamiliar with the site, it is best to either avoid it or, at least, be careful not to enter any sensitive information - such as passwords or credit card numbers - on the page.
You can try flushing the DNS cache then trying to visit the website again. I had this problem on my niece's computer (different website, but a known good one) and the DNS flush worked. Even if it doesn't fix the issue with the website, it won't hurt anything.
To do it:
Go to the command prompt (Start menu, then type CMD in the search box).

Sounds like some of you are experiencing the same "sometimes" or "maybe" access results.
About a week ago, I had a day where I was getting the blocked message.almost constantly. Then, for the next week, I had no problems with daily access. I've been a member of that user support forum for years.
So far this morning, I can navigate the site just fine. That's my issue - access is sometimes OK, sometimes it's not.
The next time it happens, I'll try flushing the dns cache.
I am traveling for Christmas, so I am using a totally different ISP from my home ISP. So, I have seen the problem from 2 different ISPs in Florida - Verizon FiOS & now CenturyLink DSL.
So far today, I have had no problem getting to the Piriform website and navigating through the topics, before or after running the above two suggestions.
I'll just have to keep trying it to see what happens.
Are you using a bookmark or a link from an email to access this page?
The web address is set to a button on the IE9 Favorites Bar since I frequently go to this forum. I am not clicking on a link in an email.
But the error also occurs after I am already in the Piriform forum and clicking on internal Piriform website links to navigate around the various topics and sub-forums on the website.
With regards to the Logs, have you checked in the "History" under "Identity"?

Just to let everyone know, this Web Site has the "Norton SECURED" Status which is the Highest Secured Status you can get; maybe it's something within the Web Page that changing, or it is a False Positive.
I have the same problem with NFL.com site. I don't think the DNS is a fix and ISP's are not the problem. It has to do with NIS2013 and maybe with the changing ads that are on those sites.
With regards to the Logs, have you checked in the "History" under "Identity"?

I looked under History - Identity and all that was there were antiphishing definition updates, the most recent being 12/03/2012 version 20121203.011.
Please Clear History in the "Identity" as it looks like this section on your Norton History is full, hence why the last Anti-Phishing Updates Logged was almost a month ago. Then go to the Web Site where you're getting this Suspcious Web Page Blocked, check back in Identity, or Recent History, and it should be Logged.
OK, I've cleared the Identity logs. There were 10 pages.
I didn't realize that these logs could get "full." I thought they would either continue expanding or eventually overwrite itself. Is clearing these logs something I should do on a regular basis?
Now that I've cleared the log, I will have to wait for the error to occur again to see if I get an entry.
What about "whitelisting?" Is there an option setting where I can add this website to a whitelist?
