Firefox users might have missed bjm_'s 05-Nov-2019 post in his Security News thread about a bug in FF 70 that is being actively exploited by tech support scammers. This exploit will cause the browser to lock up and then display a pop-up with a fake warning that the computer has been hacked and that the user must call a toll-free number within 5 minutes to receive assistance or their computer will be permanently disabled. Even if you realize this is a scam, force quitting the browser won't help if the infected site is re-opened on restart (hint: make sure that Options | General | Startup | Restore Previous Session is not enabled in your browser). I asked <here> if the Scam Protection feature in the latest Malwarebytes Browser Guard for Firefox provides any protection against this exploit, and Malwarebytes employee AdvancedSetup replied:
We will block it on known sites but obviously may not block it if it comes from an unknown page. Mozilla is aware of it and has closed the one report as they say it's a duplicate of this one: https://bugzilla.mozilla.org/show_bug.cgi?id=1571003
This currently shows as assigned but not fixed yet. Speculation is maybe next build but may 2 builds from now.
I use FF ESR v 68.2.0 on my Win 10 machine and assume my browser is not vulnerable since the Bugzilla report currently states that "70 Branch" is the only affected branch.

Just a thought, but the ghacks.net article bjm_ linked to suggests that if changing the dom.storage.next_gen setting to False in about:config (which I believe is now the default setting in FF v70.0.1) doesn't work then creating a new Firefox user profile might solve the problem. From that ghacks.net article:
Reload the affected webpage in the Firefox web browser to see if the change resolves the issue. The only other option available is to create a new user profile and use it instead of the old one.
That assumes, however, that the Cache API failure you showed <here> is also supposed to be fixed in FF v70.0.1. I noticed that Bugzilla Bug #1592136 [Disable LSNG (LocalStorage NextGen) in Firefox 70 Release for Dot Release] states "Next steps will be to add improved telemetry that can characterize the health of the LocalStorage API and what failures are happening." so perhaps they haven't actually fixed the Cache API problem yet.

Mozilla acknowledged an issue affecting Firefox users after updating to the latest 70.0 release and preventing websites or page elements that use dynamic JavaScript from loading.
This known issue was added to the Firefox 70.0 release notes and it is known to impact a wide range of websites including but not limited to YouTube or Facebook from loading properly. [...]

If the "Good: Totally Working. (fullyOperational)" status is displayed for all subsystems on the diagnosis page you are not impacted by this issue. However, if there are any failure messages, your Firefox installation is bugged and there is a problem with the profile's storage.
Mozilla provides a temporary workaround for Firefox 70 not properly loading websites and page elements until a fix will be issued with a future release.
