Firewall rule changes for device association framework provider host

i keep getting a norton popup message in the lower right hand corner of my screen tha says ' a monitor rule has been detected for the application device association framework provider host."  when i check my security history i find a series of three entries as follows;

My computer runs very slowly when these messages popup - i can't even get solitaire to run.  I am concerned that some malware has gotten into my computer and is hijacking it.  according to my task manager 100% of my disc is being used but i only see a few mb of applications running in the list.   i have updated my protection, run a full scan and power eraser - nothing.  I opened a tech call last night they re ran power eraser and did an msconfig and did something to repair my drive.  It ran a good part of the night.  contacted norton today to follow up on disc repair, they found and removed a competing macafee product.  had me reboot and said that should be good and if not to contact them and they would escalate to level 2 technicians.  Still getting the popups and slow performance when the popups appear.  should i be worried that some outside program is making changes to my firewall?  is it worth having this escalated?  thanks.
