I think this is the same problem I had a few months ago. After tech support made me uninstall and reinstall several times (I hate those guys) someone with a clue gave me this easy fix. I have IE 7 but I bet you'll find the same in IE 6:
TOOL, INTERNET OPTIONS
ADVANCED tab
Check "Enable third party browser extensions"
Restart IE.

Now that I think about it a little more, I think my problem was I couldn't enable "phishing protection" not "intrusion protection" like you are looking for.

This is by no means a fix but you can choose to ignore the status of various components in order to get the green tick of health back. But this shouldn't be happening of course so I'll take a look on my Windows XP SP2 machine here and see what I can come up with. All I can say for now, (without looking) is that I'm fully up to date with my Windows Updates and Norton Internet Security 2008 shows a green tick on that machine with nothing flagged up.
Has it always been like this or did it only start doing this a little while ago?

I don't know if this will be any help but I find trying out a few basics can sometimes throw up the odd suprise when fixing issues.
1) Ensure you've installed all the latest Windows XP updates using Windows Update.
2) Ensure you've installed all the latest Norton Internet Security Updates using Live Update.
3) Try switching Intrusion Protection completely off, reboot your computer and then immediately switch your Intrusion Protection back on (make sure this is done quickly to ensure your computer is fully protected).
4) Carry out a full Virus scan on your PC to ensure your computer is virus free.
5) Check the Windows Security Centre in the Control Panel and make sure both Windows Firewall, Windows Defender or Windows Live One Care is switched off (you may not have Defender or One Care installed). Sometimes the Windows firewall and other similar applications can interfere with Norton Internet Security if they are all running at the same time - although Norton should switch off Windows Firewall during inital insatllation.
6) NIS 2008 has some of the best support options I have found with any antivirus / security program - make sure you're making full use of them. Try using the Help and Support function from the Norton Internet Security Panel to "Live Chat" with one of Norton's Tech guys who will walk you through various scenarios to isolate the problem. I find these guys are superb and can normally fix most issues.
7) Scream loudly and throw your computer out of the window! Only joking - if in doubt try uninstalling your Norton Internet Security and reinstalling it - sometimes these small glitches appear from time to time and a clean install normally picks them up. Just make sure and run Live Update after reinstall to make sure you have all the latest patches and updates.
I'm sure you've probably tried most of the above but fingers crossed maybe one of them may fix your problem.

The flow you describe (where Norton Support is launched when you click on "Fix Now" leads me to believe that there is an error that may be capture in the history we can use to identify the problem. Within the program, click on the Norton Internet Security tab and open the Reports and Statistics section and click "View Activity Log". At the bottom will be an Error Messages section. If you can relay to us what you see there I think it will help us figure out what's happening.

Hi Linda - thanks for checking that for me. I'm surprised because the "Fix Now-to-Norton Support" flow suggested an error would be listed. The next best place to go is to reinstall the Intrusion Protection comonent itself. The steps in this document (containing the error I expected to see in the log) will guide you through that process:
