Twice this past summer I had exactly the same problems described. Protection was off and you couldn't turn it back on. I also uninstalled, ran Norton removal, and reinstalled and everything was back to normal. This was wtih NIS2012. I've updated this computer to 2013. The only problem I have now is the 3048,3 error message that pops up every so often. I've scanned with Norton and Malwarebytes and no problems found. Everything that should be ON is ON and updates come through with no problems. Scans take place as scheduled. I now ignore the thing. Also, this is an older Dell and is not used as my primary computer.
I might add, I have three other computers - 1 Vista and 2 Win7 - all running NIS2013 with no problems so far.
I could not turn on (and have it "hold") Intrusion Auto Block. This happened along with the FBI Moneypac scam. I had to uninstall and reinstall to correct the problem.
I don't know which came first, FBI or Norton IS "failure".

It sounds like you may be seeing an occasional issue that seems to go away. Is this after a reboot?
You may want to wait until next week some time, as there is an update to the 2013 products that is being phased in through LiveUpdate over the next few days.
If after you receive the update you are still having trouble, come back and we can help you.
If you would like to go back to NIS 2012 and try the 2013 version at a later time, follow this outline:
Backup/Export your Identity Safe if you use that feature using the CSV option, as the DAT option is not backwards compatible - (going from 2013 to 2012).
The PC is a home PC and is turned off when not in use so it's rebooted on a daily basis, give or take.
I realize now that I wasn't clear as to exactly which problem I have, the symptoms follow.
1) Windows action reports Firewall is disabled and Norton Icon in the notification area has the red x instead of the green check. Interestingly the Windows Security tab shows Windows firewall is enabled AND says there is no firewall enabled. Also, I'm unable to disable Windows firewall, which I thought may be the cause of the problem.
2) I run Norton Autofix which reports everything is OK but the status shows everything but Antispam is disabled.
As I said in my first post, I then follow the directions on the support site to reinstall NIS.
Additionally, there is something that is occasionally overriding screen preferences {Desktop theme & font}. It seems some application is violating system memory and screwing up the screen preferences and the firewall. This then becomes permanent {by changing the register?} since rebooting doesn't fix it, I have to go in and reset the screen preferences. I'm not sure that NIS is the culprit, but upgrading to 20.1.1.2 is the only major change I've made to the machine in some time.
Sorry, I didn't see your reply when I composed my last message. I think I will do as Peter suggested and wait for the upgrade. If the lag time between occurrences remains the same, I should have a week or two. I've printed off your instructions and will follow them if the problem returns. If I have any further problems, I'll be sure to check back in. If I don't have any further problems, I'll probably forget to check back in, in which case, "No news is good news".

I just remebered, there was an earlier problem that I noted which may have some connection. When opening an e-mail with an attachment from a Mac machine, I received the following message ...
C:\Progra~1\Symantec\S32evnt1.dll an installable virtual device driver failed dll initialization.
Chose 'close' to terminate the application.
This occurred before any other of the problems I'v been seeing, but after I upgraded to NIS 2013. I haven't seen it since the first time I reinstalled NIS.

Power eraser is a very powerful tool that should only be run if you know what you are doing and know what any flagged files are for. It can hinder as much as it can help.
Given the additional information in your last post, I would suggest following Ed's instructions to reinstall the 2012 version for now.
If you still have the desktop problems, try running a full system scan in safe mode.
I had been waiting to run NRnR to reinstall NIS 2013 until after I had received a reply to my posts, but I hadn't read your latest post. I have run NRnR and successfully reinstalled NIS 2013.
I had NOT reset my screen preferences before running NRnR and when I rebooted as part of the NRnR process, the screen preferences returned to what they were supposed to be. This leads me to believe there is some sort of compatibility issue between my PC's environment and NIS 2013.
I think I will continue on NIS 2013 for now. If either the firewall issue or the screen preference issue return, then I'll revert to NIS 2012. It's not that big a deal, Symantec has made it very quick and easy to reinstall NIS and I'd like to see if the updates that you spoke of earlier affect the problem.
OK....I just finished up with Norton on Chat......we removed NIS with the removal tool and re installed in safe mode....it is now working.
I noticed however that I am no longer running 20.2.0.19 as before but 20.1.1.2. we shall see how long it last this time arround.....

Well, I had been using Comodo IS for a long time but recently ran into some minor issues with it so thought I’d try something different: NIS 2013 (20.2.0.19). Within 10 days I ran into the problem where the tray icon disappears until reboot. Within 16 days I’m now without antivirus protection at all, because I’ve run into the infamous Norton “bug” where you disable the antivirus for a short time (to install some other software) then NIS refuses to enable it again. I’m running Win 7 x64 with all the latest updates (both Windows & NIS), on A Phenom 2 (tried disabling antispam as suggested somewhere else, no joy). NIS simply refuses to turn antivirus protection back on; which essentially, other than the firewall, renders this entire software package useless for what it’s explicitly created to do. I’m not going to waste my time doing uninstall/reinstalls, id rather just uninstall and try out some other company’s package. Back to Comodo I guess …

Did you fully remove Comodo with their removal instructions before installing NIS? If not you may have remnants of Comodo conflicting with Norton.
Try clicking on Support - Get Support to run Autofix to check your installation and fix what it finds.
Be sure your have run LiveUpdate manually a few times, rebooting as necessary, until no updates are available.
