Flashing window on desktop and other issues

The one thing I am wondering, is if the screen_fix.exe is trying to connect to something on the internet when it runs and since I can't connect in safe mode (no hardwire connection on the laptop, it is wifi only) it doesn't work.  And perhaps when I run it in normal mode, some kind of permissions thing prevents it from working.  But I don't know, that tool and those instructions are old and were developed for issues on windows 7 (and possible 10) that were at least similar to this issue.  I can't be sure it is the same issue, as no where does it really describe it other than as a flicker on the desktop screen: https://support.norton.com/sp/en/us/home/current/solutions/v109267913

Not really, I was streaming a video is all; but it was streaming well before the issue showed back up.

Is there something you can identify that you were doing when this came up again? Browsing, using a specific app, etc?

 

In Windows 11:  Settings - system - display - graphics (at the bottom) - Change default graphics settings

And now it is back, it was gone for about an hour after turning off hardware acceleration

I'm looking for that setting on my system with integrated Intel graphics. Where did you find it?   I know there is that setting in Chrome and Edge browsers, but that should not affect Norton's operation.

 

I disabled hardware acceleration in my graphics settings and the issue went away, but this is not a resolution as now if I need to use hardware acceleration I have to turn it on and restart the pc; and then live with focus beings stolen in the middle of whatever I am doing every few minutes.

I only suggested rolling back the drivers as a diagnostic step to help identify whether they are involved with your issue. Norton cannot fix something when they have no idea where to look. I am not seeing this issue, and if it were being seen by most users, there would be many more posts on this. As yours is the only post I have seen, Norton will need more specific information on your specific system setup.

You could try contacting Norton Support to see if they have any other diagnostic steps you can try to help identify the cause of your issue.   www.norton.com/contactcs   If using the chat function, as soon as you can enter any information, enter "agent please". That will get you out of the chat bot and connected to a human.

 

I went ahead and reinstalled Malwarebytes (Premium version) and ran a scan, it found nothing

All of my drivers are up to date, and I removed Malwarebytes as it conflicts with Norton 360.  I am not rolling back to worse graphics, Norton needs to update to accommodate the latest versions of Intel UHD Graphics, version 31.0.101.3616: especially since the issue is not present with earlier version of Norton 360

Check that your graphics drivers are up to date. Norton can be picky about those. If they are up to date, see if you can roll back to an earlier version of the graphics driver and test. 

And have you run the other scans I suggested? There might be something else at play here.

 

 

It looks like a command prompt, but it flashes so fast I can't be sure; and definately cannot see what might be entered in it.  It flashes randomly, on the main desktop window only while using the pc.  Each time if flashes open and closed it takes focus from whatever I am doing.

I never had this until Norton updated to the most current version of 22.23.4.6, when I use the removal and reinstall tool it puts an earlier version on and I don't have the issue again until it updates to 22.23.4.6 again.

This is on Windows 11 Home on a Dell Inspiron 16 7610 with an 11th Gen Intel Core i7-11800H @ 2.30 GHz with 16 GB Memory and a 512GB SSD

Is this 'flashing window' looking like a command prompt window? If so, are you able to see any text in that window, or is it just a blank window?

Does this window appear just after starting your system, or randomly while you are using it?

Do you still get this flashing window if Norton is not installed?

As this could be something malicious, have you run a full system scan with Norton? Then I would suggest a second opinion scan using the FREE version of Malwarebytes. You can find it here https://www.malwarebytes.com/premium/

No helpful responses yet.  I want to reiterate the steps I took.  First, my laptop does not have a hardwire connection, only wifi; so I cannot boot into safe mode with networking.  I improvised by downloading the Screen_Fix.exe file first, then running it in safe mode.

That did not resolve the flashing window that pops open and shut every few minutes, so I ran the tool in normal mode and still not resolved.

I used the NRnR removal and reinstall tool, and ran updates afterwards and it was resolved; UNTIL Norton updated to the current version of the product again.  Tried this multiple times and made note that after reinstall and update until there were no more updates, the problem was resolved BUT it was not on the most current version of Norton 360, and as soon as it updates each time to the current version the flashing window comes back.  I don't know what background task it is that causes this behavior, but it keeps my pc from going to sleep at all.  Someone needs to resolve the issue with a patch

I have frequently facing screen flickering issue. I fixed it myself by 1) Disabling Hardware acceleration 2) setting static wallpaper and accent colour to manual 3) Setting refresh rate to 60 hrtz . Another thing also Norton is conflicting with VM Ware pro.

LOL, a screenshot of a ramdomly flashing screen?  Is this a joke or what?  Or a screenshot of an email marked as spam and not added to the list unless I have antispam ask me everytime?  Or a screenshot of a file that your export tool never creates?

Get real and try to understand what I am typing here.
