Getting message "file open in Norton 360" when I try to delete non-norton file even after restart

In Windows 8.1, I downloaded a non-Norton Application Installer file. It did not run, so I tried to delete it. I keep getting message "action cannot be completed because the file is open in Norton 360" even after restarting the system. How can I get Norton 360 to release/close the file so I can delete it?
