As of tonight, August 31, YouTube seems to be freezing/crashing. Could this be related to Norton’s parental controls? Is the site undergoing maintenance? I just hope it isn’t under attack. Please comment if you have more information.

I don't use parental controls, so I wouldn't know on that part.
I went to YouTube prior to this post, using Chrome, and was there last night about an hour before your first post and everything was Ok. Make sure flash is up to date along with everything else.
Try running Norton Autofix to check your installation. Support > Get Support to see if it finds anything. Sometimes little glitches can be fixed.
To be on the safe side, did you run a full system scan. If you don't have it already, perhaps downloading Malwarebytes Anti-Malware Free Scanner to further check and give you piece of mind. Deny the 14 day trial offer.

Thanks for your suggestions, however, it WAS related to Norton Safety Minder. I had viewed a video on YouTube wherein I desired to see the comments. Now, Safety Minder embosses Safety Mode on YouTube which keeps comments hidden. At that point, I clicked “Show hidden comments” - - that usually will display the comments, however, that night, that did not work. So, I had the “brain thrust” of disabling YouTube’s Safety Mode. Worst decision I could have ever made. Yeah, it was disabled, and comments did subsequently show on other YouTube videos I have in my favourites list, however, the pages would be frozen for approximately eleven [11] minutes. Just out of curiosity, I went to examine Norton’s security logs to see if any attacks were being blocked during the time my computer was frozen - - come to find out, Norton’s tampmon.exe for Safety Minder was BLOCKING the videos from being played just about EVERY minute the videos were up! The second I re-enabled YouTube’s Safety Mode, is when Norton finally relented and allowed YouTube to function properly. In totality, I guess one could say that Norton is doing its job and I probably should look into making an exception for YouTube in my parental control settings, however, I don’t know if Norton is just going a little too crazy in this respect, meanwhile, there are many more sinister domains that they need to get up-to-speed with.

Glad you got it sorted it out. Like I said, I don't use the parental features, because I'm waaaaay past those years in my life 
I was just at YouTube and added a couple of songs to the Forum Clubhouse. People at YouTube could clean up their act a little ...
Time for this guy to get out at a decent time tonight.
