My laptop have a virus. The virus is pretending to by antivirus software. My internet connection is working. I cannot install Norton to remove the virus. The message is that I cannot connect to the norton website to proceed with the install.
Please Download Malwarebytes' Anti-Malware, Install, Update, then do a Full Scan in Safe Mode in Safe Mode, Dis-connected from the Internet.

I would bet anything that you have Antivirus 2009. Just google it, and a host of removal instructions are easily found. Other than that, you can download Norton from download.com or softpedia.com if it is only blocking Symantec's website. Also try MalwareByte's Anti-Malware as mentioned above, although I sometimes find that it hangs when finding certain threats.
If you have no luck with the above, try the free online scans at Kaspersky, Eset, Bitdefender and Panda.

You need download the third in the list (Excutable), install it and click "Do a system scan and save a log". Then open the log in Notepad
Personal message me the log, I will try and find the startup entries / or service entries so that when you restart the PC the infection won't run allowing you to install Malwarebytes and SuperAntispyware.

This is a good suggestion indeed. If you really aren't able to install anything a online scan might help. I would recommend the one from Kaspersky or Eset on this one

I think, the virus has taken over your browser and that's why you are unable to open the Web page for Symantec. Sometimes, it can also block the access to download the Malwarebytes program. You can try to open the same Web Site by starting your computer in Safe mode with Networking.
1. Restart your computer.
2. As soon as the computer starts, tap the F8 key about once per second until you see the Windows Advanced Options menu.
3. Use the arrow keys on the keyboard to select Safe Mode with Networking, and then press Enter.
4. Click Yes to proceed to Safe mode.
5. Download the trialware of the same Norton product from Symantec Web site.
7. Then run a full system scan from Norton program.
You can also try downloading and running scan using SuperAntiSpyware to remove the virus:

(If you are unable to download in normal mode, you can download the same in Safe mode)

I think that better solution for checking and cleaning a computer is use of Norton Recovery Tool disk instead of use of Windows safe mode. Of course you should have a valid subscription to use it but it is much safer way to check hard disk content than safe mode. There is no any locked file on disk when someone using a Norton Recovery Tool disk and this tool is able to recognize a network adapter and update virus database to the latest before start a search for malwares.
