NIS frequently cause high Windows kernel CPU usage (about 25% to 35%) and is hard for me to specify when it's revealed because it's happen very randomly.
Everything returns to normal when I reset NIS by triggering off and back to on all secturity setings.
Sometimesit seems to methat the browsercauses highCPU usage by Norton but it affects on kernel, not a browser/NIS processes. It looks like something collide with NIS network drivers or Services.
Do you have any other Security program installed on your computer, or have you uninstalled/removed a security program from your computer? Do you have any idea when the CPU started to act like this?
What version of NIS is installed on your computer, go to About & Support and then about and thier you will find your current version of NIS (Norton Internet Security).
I don't have any other security software installed on my PC, just only NIS2012 (19.4.0.145). I reinstalled the browser and now everything seems back to normal, but let me check it out and I will write later if problem occurs again.

Also watch the number of things that are happening. Several CPU intensive activities at once can fully load a core.
I'm fullyconvinced that Antivirus module is causing CPU usage by Windows Kernel. When I turn OFF Antivirus module and after that switch to ON, CPU usage is stabilizing.
