How can I fix: Error: Secure VPN has experienced a connection failure. Please try again later

My VPN will not connect. "Error: Secure VPN has experienced a connection failure. Please try again later."

I  have windows 10 and Norton 360. Loaded 360 in June 2021. VPN worked at first. I have tried all of the fixes since it stopped working in July, including: https://support.norton.com/sp/en/in/home/current/solutions/v135213476?inid=virt_asst_KBv135213476 -- refreshing and replacing drivers, Miniport Drivers; netsh winsock reset; and, uninstalling and reinstalling, etc. -- twice.

Cannot seem to get Norton to respond to customer service inquiries, left on hold on the phone and in chats. Maybe the community will help. Connecting is the issue, but connection blocking was the only close to relevant label outside Norton Secure VPN.
