I've never used the Norton Computer Tune Up service, but the support article Redeem a Norton Computer Tune Up That You Ordered only lists telephone numbers you can use to initiate your remote access session. See RockyMtnMark's Feb 2018 thread Computer Tune Up Options? for more information.
According to the Terms & Conditions at the bottom of the Norton Computer Tune Up home page "If purchased via Norton.com, service redemption or refund request will only be honored within 30 days from the date of purchase" so it sounds like you only have 30 days to either request your computer tune up or ask for a refund. You could try contacting Norton LifeLock Customer Support via LiveChat at https://www.norton.com/chat and ask them if they know of any other way you could initiate a Norton Computer Tune Up session, but I suspect they'll still want you start by calling one of the telephone numbers in the support article.
