How can torpig virus be removed when Norton cannot be installed?

A friend of mine has a laptop running Windows 10 home that is infected with the torpig virus. When he tries to install Norton 360 premium he gets the error message that the product key has been successfully redeemed but setup cannot start. How can he remove the torpig virus when he cannot install Norton?

Adding to bjm's post. A tool offered at BeepingComputer named Rkill, will detect and terminate any malicious processes running on a system. Once it completes you should then be able to install Norton.
