INCREDIBLY frustrated in that I've used the Norton remove files and reinstalled 3 times on a MacBook with Monterey and still get the "Error. Norton 360 is unable to continue". Is there any magic bullet for this problem?
Have installed, removed (using the Norton tool), and reinstalled Norton 360 under Monterey 12.1 on an iMac. Seems to work OK, but with a significant limitation. It works only in the account from which it was installed. In other accounts, it does not run, at least not for more than a few seconds. I've tried installing from an admin and non-admin account. Same result in both cases. Note that I'm running Monterey 12.1, not 12.0.1.
Try this. You have to first try to uninstall and the down load a file from Norton that cleans up and deletes all the Norton360 files form the previous install. I did these steps and it is working for me now. I had the exact same symptoms as you after my MacPro iOS upgrade to Monterey 12.0.1

1. I eventually had to download the (RemoveNortonMacFiles.command) file and launch it and open with Terminal(default) and remove/clean up all the Norton files on my disk. (by logging in as Administrator by entering the password)
2. Then Restart by entering Y at the prompt in the Terminal window.
3. Then download and install Norton360 again.
4. Had to go into system preferences to allow permissions to Norton file extensions
5. in system preferences had to manually allow access to disk and etc...
In the end I finally got it without having to switch products or un-install MAC OS Monterey 12.0.1
I too cannot get Norton 360 to open, cannot uninstall Norton 360 or Reinstall Norton 360, its a friggin mess. I remember months ago I someone went somewhere and manually deleted files but found article by accident and have no idea where to start looking.
Thanks for the most helpful response I have received. In my case it’s too late as I cancelled Norton 360 and have requested a refund. You make a great point about the absence of articles on what is a serious issue for MacOS Monterey users.

What a mess. And where are the Norton articles and writes up on this? Am I the only one to solve it this way?
I had the same problem and no support from Norton. No refund on portion of subscription unused. I installed Cyber Ghost and all is working now. No more Norton.
I can find no answers on this website to correcting this issue. I may have to switch to a new product and cancel my subscription which I would rather not do
