How do I make sure my antivirus allowed the following: Outbound UDP traffic Inbound UDP response Traffic on TCP posts 443 (HTTPS) and 22.2 (XMPP)

I installed Chrome remote Desktop to my Chrome browser. When I attempt to open it and click on "Get Started", the link is dead. I went to Troubleshooting tips and it said to "make sure my antivirus allowed the following: Outbound UDP traffic Inbound UDP response Traffic on TCP posts 443 (HTTPS) and 22.2 (XMPP).

How do I do this?

Unless the program is known to be malicious, or behaves suspiciously, the Norton Firewall should allow it and automatically configure the ports.  Check your Norton Firewall Program Control for the Chrome app and see if it is set to "allow." 

Hello Jody. Try disabling your smart firewall in your Norton product and validate that the firewall is the issue, The ports you need opened are here. This article should walk you through adding what you need to your firewall rules as well.
