How do I unblock "third party session cookies blocked"

I cannot access a TED Talk video through my university’s required link. I get the following error: “It seems your browser is blocking 3rd party [session cookies] which are required for the Kaltura application. To resolve this issue, please update your settings to allow 3rd party cookies.” I have allowed 3rd party cookies in Microsoft Edge, tested from another ISP, and still receive the error.

I have taken this action in multiple browsers, with the university’s IT and Distance Education Staff looking over my shoulder. By process of elimination, it is a conflict with Norton. Other than turning Norton off completely, is there another option?

did you try new default Edge profile?
do you run Edge Sync?
you access site with VPN off?
you Allow cookies from the site?
you Reset permissions for the site
you tried Chrome?
