I own a Motoz3 Play. It purports to have a fingerprint sensor, but its in such a silly place that I have never been able to get it to work. Motorola will not fix it. How do I gain access to the functions in my norton without one?

When you set up Norton Password Manager,NPM, set it up to use a PIN instead of a fingerprint. If you already have fingerprint set up, go into Android Settings > Apps and scroll down to Norton Password Manager. Tap on that and tap on the Storage, then Clear Cache and Clear Data. That will reset your NPM so you can set up a PIN instead of the fingerprint.
