I have figured out how to disable Norton Desktop icons. Create a .bat file with the following lines
del C:\Users\yourusername\Desktop\Norton Desktop.lnk
del C:\Users\yourusername\Desktop\desktop.ini.lnk
Then use the Settings to create a Task to run the batch file one minute after user logon. Be sure to set the Task to run in Windows 10.

Deleting the Start Menu item works for one or more times and then the icons returns. Deleting the desktop items does nothing.
One has to do both.
And I would not be surprised at the Desktop Icon coming back from time to time, for example if there were a major update.

There is no choice to unpin from the Start Menu on my PC. The solution does not work for me. For Norton gurus, the problem started to occur when last week I uninstalled and reinstalled Norton. Every time I boot, I get a desktop.ini and a Norton Security. This has happened on two different boot disks running Windows 10. My solution was to restore the machines back to an earlier time. But it seems I can not clean up these desktop icons. The desktop.ini icons are particularly useless. I have Norton in my taskbar, I don't need it on the desktop. If this continues, I will switch to a different product. +
I wonder if that indicates that so far as Windows general controls are concerned you have changed to Don't Show?
Or have you actually Right Mouse Clicked on the Norton Desktop Icon and selected Delete to manually delete the icon which instruction I forgot to include since the earlier person specifically said he'd tried deleting the desktop icon and it came back, at which point I gave him the instructions I gave you and that I used myself and which work.
The fact that you don't see what I described in my procedure may mean that so far as Windows is concerned Norton 360 does not show on the START Menu block display is that it has already been told not to display it in the START Display (note that is NOT the desktop but that screen that comes up alongside the START Menu where N360 is listed as Norton 360).
So if you did not specifically delete the Desktop Icon do that and Restart (not Shut Down) your PC and see if the Norton Desktop Icon comes back our not.
I'm sorry if I confused you but I can't see your PC. However I had the same need as you and what I described worked for me once I also deleted the Norton Icon that shows on the desktop.

You may not have seen my earlier post to someone else but they way I have done this and it is still absent is to Click on WINKEY to bring up the START menu of products, scroll down to find N360 (may have to find Norton Security first) and then Right Mouse Click on Norton 360. Then click on More and then on Unpin from Start.
That will remove Norton 360 from the Desktop icons and also from the Start Menu.
If you need to access your installation you can do this through the Up Arrowhead ▲ to the right of your Task Bar or you can go through the routine above until you get to More and click on More and then on Pin to Taskbar.
I thought that was permanent for me but I see it back on the desktop -- However that might be due to me exploring to answer you!!!!
