Further to the links that bjm_ provided, you will need both Windows 7 Service Pack 1 and the KB4474419 update (rel. 23-Sep-2019) that Norton employee Gayathri_R's April 2021 described in SHA 2 Code Signing Support for Windows 7 before you can run Norton v22.21.3 or higher products.
It looks like Service Pack 1 is already installed on your system, but to confirm open a Run dialog box (Windows key + R) and enter winver to view your OS version information. See the Lifewire article How to Find Which Windows Service Pack or Update You Have Installed for alternate methods.
As I noted in anotherws's December 2021 topic Windows 7 Install Failure, the Microsoft support article 2019 SHA-2 Code Signing Support Requirement for Windows and WSUS states that the KB4490628 (Servicing Stack Update for Win 7 SP1, rel. 12-Mar-2019) is a prerequisite for KB4474419 and must be installed first, but the majority of Win 7 SP1 users should already have that Servicing Stack Update installed. Search your installed updates at Control Panel | Programs | Programs and Features | View Installed Updates to check if KB4490628 and/or KB4474419 are already installed, and make sure you search for complete KB number (e.g., search for "KB4474419" and not "4474419").
The standalone .msu installers for KB4474419 are available on the Microsoft Update Catalog at https://www.catalog.update.microsoft.com/Search.aspx?q=KB4474419 Windows 7. If KB4474419 is not installed on your system yet, download the correct 32-bit (x86) or 64-bit (x64) .msu installer shown below that matches your Win 7 SP1 operating system, save it to your Windows desktop, double-click the .msu file to run the installer, and then re-boot your system once the installer has finished.
Once KB4474419 is installed and your system supports SHA-2 code signing you might also find that Windows Update is able to detect and install additional updates for your operating system that were released prior to end of support for Windows 7 SP1 (14-Jan-2020) and are signed exclusively with a SHA-2 digital certificate.
