How to get a file out of Quarantine?

Wife's running the lastest ISS 2012, 19.7.1.5. See d/l'ed a file and it was removed because it was unknown according to File Insight and not many were using it.

 

This has happened before and we've been able to restore it by looking at the QUARANTINE list.

 

Well, it isn't there? It is under RECENT ACTIVITY, but not QUARANTINE? Under RECENT ACTIVITY there is no way to restore it?

 

What has happened? How can the file be retored?

When Quarantine happens to me, I usually respond within 5 seconds by clicking on "View Details" in the notification window.  The new "View Details" window will have at the bottom "Options" which usually lead me to restore and move on.
