How to make a complaint?

I received an email from norton saying that I was eligable for a free upgrade to the 2009 software, when I tried to download this software I experienced problems so turned to the online chat with the technicians. He suggested using a remote connection so he could access my computer and fix the problem.

 

Whilst he was uninstalling something on the computer it shut down, I tried to turn it back on again but it kept shutting down after a few seconds, after several attempts an error message appeared on my screen saying some of the windows software had been deleted and that is why the computer wouldnt start. I immediately phoned symantec who referred me to microsoft, I had no luck with them so tried ringing symantec again I spoke to a guy who tried to transferred me to the complaints department, having been on hold for 35 minutes and the thought of a large phonebill looming I eventually gave up! So i tried again to speak to a technician using my mothers computer. They told me they could only fix their own software, so I reminded them that there was no fault on my brand new computer until they looked at it! Again I was told I was going to be transferred to a supervisor and after another half an hour wait I gave up! I now can't access my computer or my University work and my dissertation has to be in in a weeks time!! I'm panicking and cannot speak to someone about my problem and get it fixed.

 

The customer service I have received is appauling!!! How can I just speak to someone without holding for hours and gaining a large phone bill in the process!!! Can anyone advise me how I can speak to someone who knows what they're doing??!!!
