I am trying to open an excel document on my desktop. I cannot as it has a message saying the document is open in Norton Security. I’ve got no idea what or how this happened as I have never had this message before. How can I open this document and remove it from Norton security please?

Do you run Norton Cloud Backup?
Do you run Norton Private Browser?
When you check Task Manager. Maybe, a program running in background that can open/read an excel documents?
Any external devices plugged in?
And machine Restart (not Shut down) is no change?
Are you Windows Admin user or Standard user?

fwiw ~ sounds like a file association problem
Can you right click the file and choose Open with > choose another program.
