How to remove startup scan - Norton 360 for Windows ?
Have the same issue. Start-up scan cannot be switched off as such. As bjm’s screen shot, you can only cancel but you have to do this every time before shut down, ie. it is only a one off, does not completely switch off. I don’t want it doing a scan, a) it will delay boot, b) fair chance will do the Norton standard thing and change/remove various items resulting in BSOD. So MUST click Cancel, unfortunately, does not come up with any confirmation that you have cancelled. If you don’t it will run on ne4xt boot, gives you option of pressing ESC to cancel - this needs sorting Norton

I’ve seen Startup Scan run when I set up the scan to run.
Are you reporting Startup Scan runs when you do not set up the scan to run?
I only see [Press Esc to bypass scanning] when I set up the scan to run.

@bjm So we meet again.
I thought that I’d report in and for once defend this awful version 24. Although just about everything else runs when you don’t want it to, I ran Startup Scan for the first time on my Win10 computer yesterday. It did NOT attempt to run again at all today when I booted up. I consider myself lucky at this point. Cheers!

@bjm — After all the insight you’ve given me about modules set to off that run anyway, giving my experience was the least I could do about the Startup scan NOT auto running on my computer.
To be honest BJM, this version 24, due to all that is wrong with it has made me a bit obsessed, so, I’m no guru, but if you would like me to share any of my experiences, please feel free to tag me.
