So far as reporting is concerned the best place is the Forum here dealing with your specific Norton Product (If you have COMCAST version of Norton it goes under Norton 360)
But I don't think that there is an autonotify facility anywhere in Norton except that after posting you can select to be notified by email of any replies to your specific message.
There are few ways by which users can report a defect..
1) They can contact support via email, chat or phone..
2) They can post the issue in forums like huwyngr suggested..
3) They can provide feedback using the product (link provided in Main UI)..
Most of the issues can be resolved by support team and forum team.
If the issue is reproducible and if it is not already known by support team / forum team they will log a defect with needed logs and system details. The concerned team will update you about the defect progress..
