Idle Time Scan for both versions refers to the Full System Scan. You can not turn off the Quick Scan; it is designed to be light and scan the start up files and processes and what is running in memory currently.
You can find information on what is improved and fixed and how to upgrade here .
When I view the Scan Results in Security History, I see both Idle Quick Scan results and Full System Scan results. The Full System Scan results are for the manual scans that I do once a week. The Idle Quick Scans are happening several times per day, and I would like to turn them off. The Idle Time Scan is Off is Settings, so is there another setting that I need to change?

As dbrisendine mentioned, there is no option to turn off the Idle Quick Scans.
These scans are an important component of the newer Norton Product line as they scan the areas of your computer that are often the target of viruses and security risks. They do not scan your entire computer, therefore they are very fast and are designed to run only when your computer is idle.
There is an "Idle Time Scan" option in Settings, Computer Settings, Computer Scans. There are four options:

The Idle Time Scan option refers only to the Idle Full System Scan.
This is the scan that examines your entire computer, not just the limited areas examined by the Idle Quick Scan.
The Idle Full System Scan can be set to Off / Weekly / Monthly / Quarterly.
If you set up a scheduled scan to run at a specified time and day, the Idle Time Scan will revert to Off.
Again, this setting has no bearing on the Idle Quick Scan.

You are also running an older version of NAV 2009 and if you have a current subscription, you can update to NAV2010 also.

Good suggestion from drshlomo and floplot; you can go to the Norton Update Center (link below) if you want to update to NAV 2010 - as a NAV 2009 user, you are eligible for a free update to NAV 2010.
