I have tried to contact norton before about this but never get a resonse on what I should be doing next,
Norton support found some google extensions posing as google apps for sheets, keep etc. I removed all extensions and started over again. Norton then went through similar steps above such as removing cache files and profiles where "google chrome" settings were there during launch.

The link you posted is trying to run some JavaScript. You are getting redirected to that link by something in a malformed ad, or some PUPPUA you might have picked up.
I would run a full system scan with your Norton product. Then I would suggest a second opinion scan using the FREE version of Malwarebytes. You can find it here https://www.malwarebytes.com/premium/
You should also clear cookies and cache for your browser.
Then to help stop redirects, I would install an ad blocker extension in your browser.
