During an update of some software Norton didn't like it and I clicked the wrong thing. Now my app can't use wifi and Norton says I 'blocked' it. Norton says to use the 'actions panel' but I have no idea what that is.
How to I tell norton to allow this app to perform?
Click on the little down arrow by the Block. That should show you the options in my image, where you can click on Allow.
Been there..... No options - it just shows Blocked
I'm not sure about the "actions panel", but you should be able to make the necessary changes in another tab of the Firewall Settings. In the Firewall Settings, click on Program Control tab. Then in Program Search, enter the name of the program you want to allow, and click on Go. When it comes up in the list, click on what will probably show as Block to the right. Change that to Allow and click on Apply at the bottom. Then test.

I don't want to do all of that. I just want to find the referenced "actions panel" where I can supposedly click on 'Allow'.
It sounds like your firewall is blocking the app. Try resetting the firewall.
To reset the Norton firewall, from the main Norton Security screen click on Settings - Firewall. On the General tab, click on Reset beside Firewall Reset. Restart your computer. As you use programs that access your network/internet, the firewall rules will be created again.
