Are you seeing any message from Norton saying it is blocking access to paypal? Do you see anything in the Norton History that would indicate Norton blocking this?
If you are using the Norton VPN, try turning that off and see if you can access paypal. Many ‘financial’ sites will not work with known VPN IP addresses for security reasons.
