I need to open a single port in NIS 2014

I have seen a few ways of doing this but I am not sure if it applies to me and the latest vesion of NIS. I use Azureus or Vuze, whatever you want to call it. I have port 61641 forwarded in my router settings but I don't know if Norton is letting that port open as I have Stealth Ports set to "ON". The Program Rules are allowing Azureus to work so I don't see the port 61641 open in the settings. I just need a step by step tutorial to open 61641 to TCP/UDP for this program. I am usin NIS latest version in Windows 7 x64 on an Acer laptop. Thanks!
