I have exactly the same problem and don't think it is a Norton problem as my Adobe PDF toolbar won't work either. My system had a Windows update and a Java update. Everything went belly up after that.
I've tried everything suggested as well as re-installing the programs. Nothing.
The problem is much deeper than a Norton issue. I would blame Windows.
I don't want to upgrade to Windows 8 and IE10 as this could cause even more problems.
