If/When Norton Smart Firewall is Enabled = Steam Error Code: -138

Steam App (Desktop version) gets the above error message.
But Steam Works fine if Smart Firewall is Disabled, or after a System Reboot or if Steam is launched and stays minimized after system reboot. If steam is exited, then relaunched after a few hours, I get the above message.

Though under the Start >>Smart Firewall >>Program Control Listing;
Steam = Allow
Steam Client Service = Allow
Steam Client Web Helper = Allow

Exclusion doesn’t seem to make a difference.
No issues with Non-Steam apps/games accessing the internet.
Out of Options…. Ideas Anyone?

Have you reset the Norton Firewall, rebooted and retested?
