On iOS or Android, if you are using a VPN, try disabling that and testing. A VPN does not block or filter any web content. It is the website you are trying to access that is probably blocking access from known VPN IP addresses. This is done for copywrite, legal or political reasons. There is nothing a VPN provider can or should do to bypass the site’s protection for its content.

If you are using an iPhone or iPad, try disabling the Safe Web feature and test.

How are you stopping Norton and the VPN? If you are doing it from the iOS Settings pages, that does not really stop the features. They will turn back on after a minute or so. You need to control the VPN and the Safe Web features from within the 360 app.
As it is a single app giving you trouble, I would suggest testing by first turning off the VPN and see if you can use the app. If you still cannot use the app, turn off the Safe Web feature. If that fixes your issue please post back here with the result and I can escalate the issue to get Safe Web to no longer block the app.
If turning off the VPN allowed the app to work and turning it back on is causing the issue, it sounds like the app developer is blocking access from known VPN IP addresses. You should contact the app developer and see if this is what is happening. If it is, the only option you have on the iOS version is to try a different virtual location in the VPN Settings, or just turn off the VPN when you need this app.

As to why this just started happening, it could be that the developer was not blocking VPNs and they decided to start doing so.
