Incoming Folder Very full

I have a folder filled with files dating back 4 months that is taking up 11.8 GB. Am I able to delete the file? Its at path, OS (C:) > ProgramData>Norton> A bunch of numbers and letters> NS_22.5.4.24>ErrMgmt>Queue>Incoming.
