It is your choice whether you remove the N.I.S. 2008 product from Add-Remove or the Norton Removal Tool.
Whether you use both, I would advise un-installing LiveUpdate from Add-Remove before installing N.I.S. 2009. If you install the N.I.S. 2009 with LiveUpdate still on your system, you may get problems with N.I.S. 2009 and/or Norton LiveUpdate.
Yes, N.I.S. 2009 does come with Norton LiveUpdate; however, it [LU.] will not longer be in the Control Panel.

As Floating_Red mentioned, NIS 2009 does not need Live Update, it uses a different system. Therefore Live Update should be uninstalled.
I have had success by uninstalling NIS 2008 through Add-Remove Programs and then uninstalling Symantec Live Update and Symantec LiveUpdate Notifier (if present). I have not had to use the Norton Removal Tool.
Once these items are uninstalled, I like to do a disk defragment and then install NIS 2009.
Your current activation key should be automatically picked up.
When NIS 2009 is installed, I recommend performing a manual "Run Live Update".

Just to jump in here,I'm still on NIS 2008 as I'm waiting for the bugs to be ironed out in 2009(just so I know I wont have to deal with most of the conflicts that may have risen in its initial release)When you download from the update centre you save NIS 2009 to your desktop,then turn off the internet?,uninstall 2008 by add/remove +the one in the control panel(live update)and is it live notice as well the little envelope icon?then install NIS 2009.This part has always confused me I had no issues upgrading 2008 versions as that is straight on top of itself.but I am nervous about changing from old to new products.any clarification would be great on this procedure.

Considering the number of installations, there are very few issues with NIS 2009. People that have no problems have no need to post here.
VERY IMPORTANT: DO NOT uninstall Symantec Live Update while you are running NIS 2008. It is required for that version.
Yes, you have stated the procedure correctly. Save the download to your desktop. Disconnect from the internet. Uninstall NIS 2008 first - you will be prompted for a restart. After the restart, uninstall Symantec Live Update and LiveUpdate Notifier. Defragment your hard drive. Install NIS 2009. Near the end of the installation, you will be asked to reconnect to the internet for activation - that's okay to do at this point.
Once NIS 2009 is installed perform a manual "Run Live Update"

The installation didn't go quite to plan.Freaked out a little when I couldn't work out the activation page!but all is well Go NORTON 2009!will be posting a few questons on what is this etc.
