I have attached a Symantec page dealing with the error message you are receiving. This involves making changes to the registry, so please be sure to read the document and follow all instructions to the letter. If you are not comfortable doing this, then don't.
You stated that the computer has "many issues" - do you suspect an infection or malware?
If there is some type of malware on the system, it may have changed the permissions. If that is the case and the above link does not help, then please report back as the malware will have to be removed.
The link you reference was very helpful, but i am stuck. I backed up the registry and went to the Permissions on the HKEY_CLASSES_ROOT permissions and found that neither Administrator or System were there. The instructions say i need a computer professional to add them but can i do it myself? I took a look but it wasn't intuitive (hence their recommendation probably) - your thoughts?
This is a slow process b/c we were closed with the Tropical Storm Fay and i am only doing this at work in between clients.

Let's try to assign permission for the HKEY_CLASSES_ROOT
Make sure that you have logged into the administrative account .
Also take a backup of the registry.
1 Click Start > Run
2 In the Run dialog box, type the following text:
regedit
3 Click OK.
4 In Registry Editor, in the left pane, click HKEY_CLASSES_ROOT.
5 On the Edit menu, click Permissions.
6.Click on Add.
7.Click on Advanced.
8.Click on Find now.
9.In the search results box, click on System.
10.Click on OK.
11.Click On OK.
12.Now check the full control box.
13.Click on Apply.
14.follow the same step for adding administrator and then assigning permission.
15.Perform the same steps for adding your user name and assigning registry permission
16.Then follow the 12th,13th and 14th steps from the document Registry permission
