One of the issues that many have had is getting NIS to run after the WIN8.1 installation. Here are the steps to do which worked for me:
1. un-install the existing copy
2. Remove all keys in registry that are for NIS ( both Norton and Symantec )
3. Reboot using SAFE MODE with Network
4. Reinstall NIS
5. Boot back into normal mode and finish the install ( if you get the incompatibility message just ignore and run NIS manually )
6. Activate and run all the "liveupdates" ( I'm at 21.3 )
7. Reboot again and all should be well ....
