Installing Norton Internet Security 2012 made Internet Explorer 9 unusable

I installed NIS 2012 two days ago and, since then, IE9 has not been working correctly.  I am now unable to log in to certain secure websites, unable to open links that open a new tab, and unable to download certain files.  The NIS add ins to IE9 are disabled.  I tried clearing out the browsing history and the temporary files.  I tried disabling NIS 2012.  Nothing solved the problem.

 

I am running Windows 7, 64 bit version.

 

How do I solve this problem and return IE9 to normal usability again?
