I am trying to install Norton VPN on my iPhone 7 but it is looking for touch ID. I do not have this on the phone and want to use password ID instead. Software version 13.6.1

According to the Apple specs, the iPhone 7 should have touch ID in the Home button. See here and scroll down. https://support.apple.com/kb/SP743?locale=en_CA You need to set it up in iOS Settings.
I just installed the Norton VPN on my iPhone 6s, and was not asked for any touch ID. What you may be seeing is a request from the Apple App Store app to sign into your Apple Account.
What are you referring to for the Software version 13.6.1? The iOS version is now up to 14.1
