Please try the following:
- please delete IE from your program control
- restart IE again , if NIS makes your decisions , please let it allowIf you make the decisions please allow

Try turning off the Norton Phishing Filter from the Norton Protection Center under Settings > Transaction Security > Phishing Protection.

Nothing firm, just ideas:
Be sure the IE7 Phishing Filter is off if using the NIS Phishing Protection.
If you have any add-on toolbars i.e. Google, Yahoo, etc - try turning them off.
Any chance the Safari Browser is running in the background causing a conflict with IE?
Thanks for the suggestions about the add-on toolbars! I started IE without add-ons and enabled them one at a time. I finally figured about that the problem was caused by a add-on from a utility program from PC Magazine. I'm finally able to use my main web browser again!
