Let's being by finding out theproduct name and version you are running. Also, which operating system are you using? Do you have multiple firewalls enabled? Any additional information on this problem is appreciated. Thanks!

Try to reinstall your Norton product, and during installation, allow it to download definitions and scan your PC. If you are able to install Norton, perform full system scan and remove any infected files. If you can't install the program, use Norton Removal Tool and try again. If you are still unable to install your product, you can use Free Online Scan or Norton Premium Services to remove a virus. The last one is fee-based.

If you are using Internet Explorer 7, start the browser without add-ons. Right click on it's desktop or start menu icon, and use "Start Wihtout Add-ons". You can also use the browser's Reset button, located in "Advanced Options". See if you can open web pages.
