Internet Security 2010 and Parental Controls

I got notified that I could upgrade to Internet Security 2010, which I have done.  I also downloaded and installed the parental controls on 2 machines.  One machine is running Windows XP Professional 32-bit and the other is running Windows 7 64-Bit.

Both of these computers are exhibitng the exact same behavior.  I did an overlay install on both machines.  The XP came from a old version and the Windows 7 had the 2009 version.  After installing the parental controls everything worked fine for a few minutes.

Then without warning or anything the web browser, either Explorer or Firefox would not pull up web pages.  It said that it was connecting to the site and it would just sit there, saying loading pages.  Nothing would happen.  I even tried Norton's fix that comes with 2010 and it says that it needed to "fix" the Internet connection and as far as I know it released and renewed the IP address.  That didn't help.

So on the Windows 7, I completely removed all of Internet Security with the removal tool and have reinstalled Internet SEcuirty 2010.  As of this writing, I have not installed the parental control software.  I plan on doing that right after I send this.  I will see if that works.

If that doesn't then I'm planning to completely uninstall Internet Secuirty 2010 and go back to the 2009 version which was working fine.  Does anyone know what the problem is and why the parental controls will completely lock me out of doing any surfing of the web?  I can traceroute out, but I can't get any pages to display in either browser.  This also happens in Windows 7 and XP.  The common theme is the parental controls.

So please help me understand what is going on or I'm going back to the older version.
