Is it possible to force BitTorrent client to transmit when VPN connection is open/created?

Hi,

 

Is it possible to force a BitTorrent client to only transmit when a VPN port is created on my local PC ?

 

Its a problem when the VPN connection drops the BT client starts transmitting on the normal port.

 

So i need a Rules setup that stops the BitTorrent client communicating with the outside, unless the VPN is UP. 

 

My set up is:

Windows 7

Norton 360 v.5

BT client port: 34567

VPN port:1723

 

 

Do I need to forward the local pc(127.0.0.1): 34567 port  to local pc(127.0.0.1): 1723 port ?  If so what are the rules I need to create and the order of them ?
