Is it possible to perform a standalone install of Norton Security using an existing multi-pc license?

Issue abstract: Standalone install, no connection to internet.

Detailed description:
I have a test machine with a specific OS (Win10) install that needs to remain unchanged for test platform stability purposes, disconnected from internet to avoid uncontrolled OS updates and changes, cannot be connected to internet. But now I need to scan it for possible issues transmitted via USB’s. So a standalone install is necessary and I have an unused license. But all of the possible install methods I see presently online require download from internet.

No error message. Just need to install Norton Security via USB, not download, if possible.

Caveat: I’ve not tested Norton Rescue Disk on machine sans Norton already installed.

A scanner that can be used without installation to scan and clean infected computers

Secondarily you can also use Rkill from USB to scan for anything malicious running. Rkill will stop processes that are malicious and allow scanning.
